Umuahia – The Abia State House of Assembly on Tuesday made history as it passed four landmark bills aimed at strengthening justice administration and regulating property and tenancy matters in the state.
The House, which adopted the Votes and Proceedings of its previous sitting of Wednesday, July 22, 2026, devoted most of its legislative business to bills that lawmakers described as critical to governance and the rule of law.
After consideration at the Committee of the Whole, the Assembly passed the Abia State Property and Tenancy Bill, the Abia State Criminal Law Bill, 2026, the Abia State Administration of Criminal Justice Bill, 2026, and the Abia State Restorative Justice Bill, 2026.
Speaking after the passage, the Speaker of the House, Rt. Hon. Emmanuel Emeruwa, said the laws would come into effect upon the Governor’s assent. He added that the new legislations would further strengthen governance, improve justice delivery, and enhance the protection of lives and property across Abia State.
In other proceedings, the Abia State Basic Environmental (Amendment No. 3) Bill, 2026 scaled through First Reading.
The House also received and considered the report of the Joint Committee on Lands & Housing and Public Petitions on a petition concerning Plot No. R/127, Government Station Layout, presented by the Deputy Speaker. The report was adopted as the House’s working document and referred to the Committee of the Whole for further legislative action.
The Speaker further informed members that the 2025 Abia State Financial Statement submitted by the Accountant General had been received and referred to the House Committee on Appropriation and Finance for necessary legislative action.
